The Former President's Woke Alarm Misses The Continent's True Danger: Technological Stagnation.

The recent US national security strategy offers a flawed view of the European Union. It claims that unrestrained immigration and so-called "progressive" policies pose an grave risk to the continent's identity. However, this perspective is based on a serious misreading of the situation. The true challenge facing the EU is not societal but economic and technological backwardness.

The Stark Economic Divide Between the US and Europe

The data reveal a sobering picture. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a mere 13.5% growth for the EU. During this period, EU GDP per capita fell from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now boasts a greater average income than several leading European economies like France and Italy.

Currently, roughly half of the world’s 50 largest technology firms are American, while a mere four are from Europe.

The Innovation Shortfall: The Core Question

The growing economic gap is driven by stronger productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is decidedly American. Over the past fifty years, hundreds of American startups have grown into companies valued at over $10bn, versus only fourteen in the European continent.

This gap prompts a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, where does the EU stand? Experts widely agree it is essentially a contest between two involving the US and China, with Europe starting at a significant handicap.

Underlying Factors of the Continent's Technological Lag

A number of major factors account for this technological divide.

  • Venture Capital: The US boasts a far deeper and more dynamic system for funding startups. The EU has yet to establish a true unified investment market, which caps the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hinder European business. A American entrepreneur can launch a product under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is divided among twenty-seven different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these challenges, there are causes for hope. Policymakers are increasingly aware of the severe threat and have begun to propose serious reform. Notable reports on EU competitiveness and the single market highlight the need for sweeping reforms.

With the right incentives and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

Europe retains considerable strengths: skilled workforce, excellent education systems, and world-class research institutions. Coupled with a large internal market and high savings rates, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing cutting-edge tech, it can still significantly boost economic output by adopting and adapting innovations from other regions.

A Critical Juncture

The European Union now stands at a decisive moment. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been steady. However, without decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
